The USAID Alumni Association (UAA), a 501(c)(3) organization of more than 1200 USAID alumni, is distributing this survey to current and recently terminated USAID staff to determine the nature and level of support, both financial and other services, these individuals and their families may need due to the current and planned staffing cuts. We are limiting the survey to general service officers, foreign service officers, US personal services contractors, RASAs, PASAs, and fellows, as it is currently beyond our capacity to include foreign service nationals, third country nationals and the staff of institutional partners.
The survey is intended to help UAA determine the feasibility and possible design of a staff support fund that would provide short-term financial support to terminated USAID staff, helping them adjust to their post-USAID lives. We are working on how to solicit funds, how to determine eligibility for support, and what kinds of support (grants, loans, or other mechanisms) would be available. If and when the fund is established and resources are available, we will let staff know about the application process. Completing the survey is not an application for funds.
The survey will also help us to identify what kinds of non-financial support services are in demand, such as job search assistance, counseling, medical care, housing, relocation, etc. — services that may be available through other organizations with which we have contacts. Staff should expect to see a separate survey exploring the demand for those non-financial services in more detail.
As you complete this survey, please keep in mind that you may be eligible for other financial resources, such as unemployment insurance, severance pay, and/or some level of annuity, depending on your individual circumstances.
The survey asks for your name, personal email address, and likely relocation site, in particular should you relocate outside the Washington DC metro area. We will use this information only (i) to maintain contact with those of you who may lose access to their usaid.gov addresses, and (ii) to get a sense of where people needing services may be located in the future. While we would find this information useful, you are not required to provide identifying information to participate in the survey. Any identifying information received will be kept confidential.
We are trying to distribute this survey to as many staff as possible, both current and recently terminated, and ask that you to assist with distribution however you may be able to do so. We also ask that you submit your responses to the Survey as soon as possible. We understand that many of you do not yet know what your future will be, but we urge that you take your best guess rather than wait for greater certainty. There is a comment section at the end of the survey where you can add any additional information you feel will be relevant.
