The National Academies' report, Transforming the Financing of Early Care and Education, identified 6 principles for a high quality early care and education system as well as a set of criteria by which to assess the current early care and education financing mechanisms.  The full set of criteria can be viewed in the report in Chapter Three at pages 86 and 87.  Please indicate your agreement/disagreement with each of the 6 principles:
