Course: Review of the 2008 New York City Building Code New Requirements for Special Inspections and Materials Testing.

2008 New York City Building Code: Special Inspections and Materials Testing:

One objective of this course is to familiarize the participants with structural tests and special inspections and related rules and administrative provisions. These requirements of the new building code are almost entirely new compared to 1968 Building Code and deal with types of tests and inspections and qualifications and approval of testing laboratories, inspection agencies and special inspectors of various disciplines.

The second objective is to discuss the provisions of the new building code regarding various materials and their design, construction and quality assurance. Specifically, soils and foundations, concrete, masonry, steel, wood and other building materials will be discussed. The major differences between the new code and the old code will be highlighted.
Special Inspection Agencies must meet the Special Inspector Agency qualifications under the Special Inspection Rule and be approved by the Department. In addition, Special Inspection Agencies must be accredited by International Accreditation Service, Inc. (IAS) or an equivalent accreditation agency accrediting to ASTM E329- 07 international standard.

This presentation identifies the scope to regulate inspections for construction materials and processes with regard to quality, workmanship and compliance with referenced national standards. The current NYC code has a similar concept of controlled inspection in which a professional engineer or a licensed architect is permitted to be responsible for the necessary inspection of construction materials and processes.
