DDC - SB 198 adopt Section 504 regulations of the Rehabilitation Act of 1973 Survey

Section 504 of the Rehabilitation Act of 1973 is one of the most important civil rights laws for people with disabilities. It ensures equal access and prohibits discrimination in education, healthcare, employment, housing, and public services.
By adopting Section 504 protections directly into Delaware law (SB 198), our state will:
✅ Strengthen enforcement and accountability when discrimination occurs.
✅ Ensure state-level consistency even if federal regulations change.
✅ Protect equal access to schools, hospitals, public spaces, and programs.
✅ Send a strong message that Delaware values inclusion and civil rights for all.
