Goal 1: Reduce traffic fatalities and serious injuries in East Buffalo Township by [year] using the following approaches:
  1. Using data-informed analysis and community needs, identify and prioritize opportunities to reduce fatal and serious injury crash risk for all road users.
    • Regularly analyze regional crash data and risk patterns and trends to identify locations for safety improvements.
    • Implement spot-specific safety improvements at locations with higher and overlapping crash and risks patterns including safety-related recommendations of the Market Street corridor study.
    • With the recent completion of the bypass, identify opportunities to improve safety and foster better connections across US Route 15 for all modes of travel.

Goal 2: Implement proven safety countermeasures, such as new walking and bicycling connections, systemically across the Township to address locations with similar crash patterns and risk factors. Ensure these improvements consider key destinations, including schools and other community facilities located outside the Township boundaries.

Goal 3: Strengthen partnerships with agencies, organizations, and community groups to promote transportation safety.
  1. Maintain a strong relationship with Pennsylvania Department of Transportation (PennDOT) District 3 to prioritize safety improvement funding in the Township.
  2. Collaborate with adjacent municipalities and community groups to solicit input on planned infrastructure projects, targeted educational and enforcement strategies to enhance roadway safety.
  3. Hold regular meetings of the Safety Working Group regularly to track implementation progress, evaluate performance, and exchange insights on applying the Safe System approach.
  4. Monitor plan implementation, measure progress, and share information about applying the Safe System approach.
  5. Promote multidisciplinary collaboration to support the implementation of countermeasures and strategies that address both infrastructure improvements and traveler behavior.

Goal 4: Update the Township’s land use regulations and plans to implement the Safety Action Plan.
  1. Create an Official Map to highlight areas of the Township appropriate for transportation safety facilities such as sidewalks in developing areas.

Goal 5: Implement measures to improve bicycle and pedestrian safety and connectivity.
  1. Reduce barriers to connectivity along Route 15 and West Market Street.
  2. Improve multi-modal connectivity to downtown Lewisburg and key locations such as the farmers market, and schools.
  3. Create safe routes to schools, especially on 15th Street and 20th Street.
  4. Improve access to the Buffalo Valley Rail Trail for all users.
