Metropolitan MEB Log of Claims Survey

MAY 2025

Following extensive consultation with your delegates, the ASU has prepared a draft state-wide log of claims for the metropolitan MEB (covering workers at Brimbank, Darebin, Greater Dandenong, Hobsons Bay, Hume, Maribyrnong, Melbourne, Merri-bek, Port Phillip and Yarra).

The proposed state-wide LOC has been developed in accordance with the principles that we have been discussing with members and workers throughout this campaign:
  • Protecting and preserving all local conditions (i.e.. your existing EA), whilst allowing for local bargaining to occur as part of the MEB;
  • Establishing a small number of common conditions that will apply to all councils; and
  • Keeping our main focus on winning a strong pay rise as quickly as possible (including back pay).

We are now circulating this draft state-wide LOC to members for your consideration, feedback and input.

For the avoidance of doubt: Following this process, your delegates and site organiser will also develop a workplace-specific log of claims to be pursued through local bargaining that we will be protected in the Schedule to the MEB.

If you have any questions about this process, please speak with your ASU delegates, your site organiser, or contact Lead Organiser Clay O’Brien at cobrien@asuvictas.com.au .

All responses to the survey are confidential and will be handled in accordance with Australian Services Union privacy policy. Results will only be reported in aggregate form and anonymously.

POTENTIAL INCLUSIONS
Delegates at a number of councils have submitted some additional claims for consideration (and potential inclusion), and we now seek a view from members.

On each proposal, you are asked if you support it for inclusion in the core MEB/Consider for local bargaining/Do not pursue.

If you vote for the ‘Core MEB’ option, you are supporting the inclusion of this item as a claim in addition to the items listed in the proposed draft which is attached above (these are items such as ‘Dispute Resolution’ and ‘Disciplinary clause’) and will be the subject of the state-wide bargaining process.

If you vote for the ‘Consider for local bargaining’ option then you still consider the issue to be important but consider it better addressed through workplace specific negotiations.

If you vote for ‘do not pursue’ then you do not consider it a priority claim for inclusion in the multi-employer bargaining.
9.Gender affirmation leave:(Required.)
10.Establish a common parental leave clause (in the core MEB) based on industry best practice provisions (including rights regarding IVF and surrogacy):(Required.)
11.Reproductive health leave:(Required.)
12.Superannuation – Palestine solidarity – Remove Vision Super as the default fund until such time as it divests all funds linked to Israeli settlements in Occupied Palestinian Territory:(Required.)
13.Any vacant positions to be backfilled/replaced within 3 months:(Required.)
ANYTHING ELSE?
14.Are there any other issues you wish to have considered for inclusion in the core claims for the MEB (noting that we will separately discuss any workplace-specific changes for your local bargaining soon):
