The National Highway Traffic Safety Administration (NHTSA) is seeking to convene three Communities of Practice (CoP) to provide input to updates of three cornerstone motorcycle safety guidance documents: National Agenda for Motorcycle Safety (NAMS), Model National Standards for Entry-Level Motorcycle Rider Training (Content Standards), and Model National Administrative Standards for State Motorcycle Rider Training Programs (Administrative Standards). This effort will be active between now and September 2024.
 
You are invited to participate in one or more of the three CoPs. Please read the information below carefully to learn more about the objectives of each CoP and your role as a CoP member. You may join more than one CoP, but doing so means you are committing to reviewing more than one document concurrently.

Toxcel is under contract to NHTSA to lead the updates of the three documents, with support from Highway Safety Services, VHB, the University of South Florida’s Center for Urban Research, and other subject matter experts. The CoPs are being implemented to ensure the documents are updated with you in mind and will incorporate successful practices from the CoP members.

The CoPs will include stakeholders from multiple disciplines and subject matter experts (SME) who are committed to keeping motorcyclists safe on our nation’s roads. This includes associations, government entities, non-profits, law enforcement, riders, and anyone with an interest in motorcyclist safety. Each CoP will focus on a specific document. Within the CoP, topic area sub-groups will be formed to focus on specific elements within each document. Sub-groups will be discussed at the first meeting of each CoP. CoP members will be assigned to one sub-group only within their CoP(s). The topic area sub-groups will focus on content and language for each topic area, providing feedback and insight on draft content that will be provided by the project team.
 
Each CoP will meet virtually on a monthly basis. Meetings are expected to last two hours and topic area sub-groups will break out into individual virtual meeting rooms during each CoP meeting. Materials for review will be provided to CoP members in advance of each meeting and members should come to each meeting prepared to discuss these materials. The first meetings are anticipated to be held in January 2024, with monthly meetings to follow. The time commitment will be through September 2024 and include approximately two hours of time per month through web meetings plus document review time.
