What is this open house for?
The purpose of this online open house is to gather input on the Terrebonne Community Plan. The Plan is being updated by Deschutes County's Community Development Department. This document helps decision makers understand how and to what extent Terrebonne should grow. Visit each section to learn more and share your vision for Terrebonne for the next 20 years. If you attended the in-person open house on April 7, 2026, all of the information in this survey is the same as was presented during that event.

Community Snapshot
Rural Community

In Oregon, most new growth is meant to happen inside cities. Rural land outside cities is mainly for farming, forestry, and limited housing. As an exception, Rural Communities like Terrebonne can have more development, such as homes, businesses, and small industrials development, as long as roads, water, and sewer services can support it and nearby farms are not harmed.

Septic System Impact on Development
Growth in Terrebonne has been slow because septic systems are difficult to install. The soil is rocky, and many lots are too small for today's septic requirements. Many property owners must combine lots just to build one home.

When sewer service becomes available, more homes and businesses could be built. Areas currently dedicated to septic drainfields could be redeveloped. Planners are looking for feedback on the type and scale of development desired by the community.



In this example, if the property connects to a STEP sewer system, the old drainfield and repair area may not be needed and could be built upon.

Housing Development


Housing Choice in Terrebonne
The installation of sewer may provide the opportunity for new housing types - such as duplexes, triplexes, or even small apartment buildings. Some lots may also be able to accommodate Accessory Dwelling Units (ADUs) - small secondary units on lots with a primary dwelling.

Business Development

Economic Opportunities
Terrebonne has a small mix of businesses that mainly serve local residents and nearby rural areas. Because Terrebonne is a Rural Community, it can have more business growth than most rural land, but not as much as a city. Any new development must fit within the community boundary and have the needed roads, water, and sewer services.

If sewer becomes available, Terrebonne could support more types of businesses, such as restaurants, small shops, offices, or light-industrial workplaces.
