Currently, the Code does not require a referendum of membership to make changes. Should all proposed amendments to the Custom Election Code require a referendum of membership?

Section 245 of the Code says that amendments made 6 months before an election do not take effect until the after that election. However, the election process does not start until the appointment of an Electoral Officer 100 days before the election.
Should s. 245 be changed to so that all changes made before the appointment of an Electoral Officer (100 days prior to the election) take effect for the upcoming election?
Yes, changes should take effect for the next election cycle, as long as they are made before the appointment of the Electoral Officer.
No, the effective date of changes should not be consistent with the appointment of the Electoral Officer and the start of the election cycle.
