Survey for Corridor Study: 41st Avenue, Clares Street, and Capitola Road

The City hired a consultant in 2025 to create a corridor plan for all of 41st Avenue and portions of Clares Street and Capitola Road in close proximity to the Capitola Mall. The corridor is identified in blue in the following image.

The corridor plan creates a conceptual plan for the future of these streets as redevelopment along the corridor occurs. Your feedback is very important to make sure the corridor reflects your vision.

The draft corridor plan incorporates many of the suggestions made by the public from previous public outreach. Before adopting the Corridor Plan, the City is seeking public input on place making concepts and possible changes to the corridor which are included in the draft document. In the survey, you will be given the option of commenting on all streets or specific streets you are in interested. Thank you for taking the time to complete this survey!

Landscaping

The Draft Corridor Plan includes placemaking through cohesive landscape design including street trees and plants.

For the area extending from Highway 1 to Capitola Road, a "Mountains + Bluffs" landscaping concept is proposed with a focus on native plantings inspired by central coast bluff.

For the area south of Capitola Road extending toward Pleasure Point, a "Gateway to the Shore" landscape concept is suggested with palm trees to define the skyline and textured understory of silver groundcovers, succulents, and grasses to create a coastal feel.
