Too often, people evaluate the effectiveness of a strategy based on business performance. Is the business growing? Is the business profitable?

The quality of current business results doesn’t always reflect the effectiveness of the strategy or its implementation. Operating results may reflect external environments such as market growth or economic contraction rather than the underlying strategy itself.
