The Community Action Partnership of Solano, Joint Powers Authority (CAP Solano JPA), a combined governmental agency representing the Cities of Benicia, Dixon, Fairfield, Rio Vista, Suisun City, Vacaville, and Vallejo and the County of Solano, coordinates efforts to reduce poverty and homelessness in Solano County.
