This survey is being conducted as part of the 2026 CDFA Caren S. Franzini Fellowship capstone project, examining how economic development professionals can better support small-scale developers and projects.
Small-scale development is a powerful tool for community revitalization, economic growth, and creating opportunities for emerging developers. Yet these projects often face distinct financing, capacity, and regulatory challenges that can limit their success.
The purpose of this survey is to identify those barriers, understand gaps in existing support systems, and uncover opportunities for agencies to better serve the small-scale development ecosystem.
