Community feedback about deed restrictions

This survey is conducted by the Housing Policy Advisory Committee, or HPAC. HPAC is a group of volunteers, elected people, and county and municipal staff. Our goal is to make housing in Chaffee County more affordable to more people, which will make this community a real community. Chaffee County will soon have some Deed Restricted property for sale and rent. A Deed Restricted home has two things that set it apart from other homes: it rents or sells to someone in a defined income range (usually below the average income for the area) and the amount that it gains in value is capped so that it appreciates slower than non-deed restricted homes. Together, these two rules will keep this home affordable to the target income range forever.

Deed Restricted housing in created in many ways, but we anticipate the first homes will be created when developers negotiate with the City or Town. There are projects on the drawing board today that are being negotiated, so we are not too far away from having deed restricted homes and apartments on the market.

We anticipate that there will be a few homes on the market in the next couple of years that are set aside for households who earn less than 80% of the AMI. This is about $40,000 for a family of two. If there are 10 homes for sale, and there are 50 families who want to buy them, what is the best way to decide who gets to purchase the homes? We want to ask the community this question.
