Introduction
SCAG is launching the Community Hubs Toolkit and Activation Program, an initiative to help local jurisdictions activate public spaces and support community-centered placemaking during the Los Angeles 2028 Summer Olympic and Paralympic Games. Inspired by the success of community gathering spaces and fan zones during the 2024 Paris Games, the program aims to create welcoming, inclusive places where community members and visitors can come together to celebrate, connect, and participate in the excitement of the LA28 Games. Through this effort, SCAG will help communities leverage the LA28 Games to create lasting benefits and strengthen the role of public spaces as vibrant community assets.
Over the next two years, SCAG will develop a Community Hubs Toolkit with guidance on selecting, planning, and activating public spaces for large-scale events and community programming. The toolkit will include best practices, planning considerations, and resources tailored to different types of locations. The toolkit is anticipated to be completed in 2027.
To shape this effort, SCAG wants to better understand the needs, challenges, opportunities, and gaps that local jurisdictions face when planning events and activating public spaces during the LA28 Games. Survey results will inform the development of the toolkit, guide SCAG’s technical assistance, and support programs and partnerships to provide communities with resources to successfully plan and implement local activations.
