Knowledge of:
1. Methods and procedures (e.g., hand and power tool cleaning, abrasive
blast and paint application techniques, waste disposal) used in preparing
and inspecting surfaces to paint structural steel, cables, and bridges
2. Materials and equipment (e.g., paints, spray equipment, power tools and
brushes) used in preparing and inspecting surfaces to paint structural
steel, cables, and bridges
3. Tools (e.g., paints, spray equipment, power tools and brushes) used in
preparing and inspecting surfaces to painting structural steel, cables, and
bridges
4. Equipment (e.g., air tools, hoists, scaffold) used in erecting and moving
heavy scaffolds
5. Rigging safety methods (e.g., use of ropes, wires, chains, retractable
lanyards, safety harness) to paint bridges and structures
6. Principles of effective supervision (e.g., One Minute Management
Program, Leadership Development Academy, Changing Lanes to
Supervision) to properly supervise employees
7. Caltrans’ Equal Employment Opportunity (EEO) and Labor Relations
Program objectives to ensure compliance with laws and regulations and a
workforce free from harassment
8. A Supervisor's role in Labor Relations and Equal Employment Opportunity
(EEO) Programs and processes available to meet labor relations and

9. Equipment necessary for removal, containment, recovery, and disposal of
what was generated in surface preparation and painting and coating
operations
10. Safety standards and regulations applied for rigging, cleaning, painting
and coating removal, containment, and recovery when working on lead
based projects
11. The causes of paint failure (e.g., blistering, chalking, flaking) to ensure
failures are corrected
Ability To:
1. Safely rig employees (e.g., using air tools, hoists, baskets, scaffolding,
cranes) to remove scaffolds and staging
2. Estimate jobs and materials (e.g., labor, equipment, material,
controllables) for different phrases of work to complete projects in a timely
manner and within budgetary requirements
3.Prepare written reports (e.g., Supervisor Paint Production Summary
Report, Jobsite Safety Inspections, Pre and Post Job Estimates, Work
Plan) to communicate work project completion
4. Plan work for Lead Structural Steel Painters, Structural Steel Painters,
Structural Steel Painter Apprentices and Caltrans Highway Maintenance
Workers to direct them in their assigned duties
5. Establish and maintain effective and cooperative working relationships
with Lead Structural Steel Painters, Structural Steel Painters, Structural
Steel Painter Apprentices or Caltrans Highway Maintenance Workers to
ensure an effective work force
6. Work at heights (e.g., bridges, structures, structural steel) to perform the
necessary work duties
7. Follow directions (e.g., written, verbal) to complete work projects
8. Contribute to the Caltrans’ Equal Employment Opportunity (EEO)
objectives to maintain compliance with Federal and State rules and
regulations
9. Organize work for lead persons and crews of painters to ensure effective
and efficient project completion
10. Direct work for lead persons and crews of painters to ensure effective and

11. Work at heights of at least 200 feet above ground or water in a safe
manner to complete work on structural steel bridges
