In recent years the North Carolina state legislature enacted legislation that made it virtually impossible for municipalities to choose to annex areas within their ETJ (extra-territorial jurisdiction). Over time, this meant that our town boundaries did not grow as they normally would, and we collect taxes from far fewer residents and businesses than we would have had the law not changed in 2012. This situation is unlikely to change in the near future. We, and other towns across North Carolina, are faced with the reality of either raising additional revenue through increased taxes or fees or by cutting, or planning to curtail, various expenditures and services (or some combination of both). The following set of questions is intended to assess your priorities on this front.
