Welcome to our survey on the adequacy of current staffing levels for secondary and area schools

This survey asks about the adequacy of the staffing provision for meeting your obligations to the state

Those obligations are in the Education and Training Act or other statutes, and/or under the collective agreement and are met, in whole or part, from centrally-resourced staffing.  Those general obligations are:

Curriculum and qualifications
·         Provide a broad education through a balanced curriculum covering all essential learning areas of The National Curriculum to enable all students to realise their full potential as individuals, and develop the values needed to be full members of society
·         Develop the knowledge, understanding and skills needed to compete successfully in the modern, ever-changing world.
·         Provide access to a nationally and internationally recognised qualifications system to encourage a high level of participation in post-school education.
·         Increase participation and success by Māori through advancement of Māori education initiatives.
·         Ensure regular quality physical activity that develops movement skills for all students

Legislated requirements (e.g.)
·         Provide union delegate time
·         Provide health and safety delegate time
·         Provide laboratory manager time
·         Ensure a safe and healthy workplace for students and teaching staff

Management and administration
·         Provision of adequate curriculum leadership time
·         Provision of adequate pastoral leadership time
·         Provision of adequate special education leadership time
·         Provision of time for senior leadership functions
·         Liaison with NZQA
·         Liaison with police, social services and other government agents
·         Consultation with Māori community to develop and make known the school’s community policies, plans and targets for improving progress and achievement of Māori students


In addition, there are a range of parental or community expectations including: Sports programmes, EOTC opportunities, Cultural programmes (e.g. kapahaka, debating, leadership, musicals, bands) and Restorative practices and there is an opportunity in this survey to identify the additional staffing needs driven by these local expectations.

The aggregated information provided by you and other principals across the country will form the basis of a report to a Secondary and Area Schools Principals' Hui in July this year.
