Neighborhood Councils are advisory bodies that advocate for their communities with Los Angeles City Hall on important issues like homelessness and emergency preparedness. Twenty-plus years ago, the San Fernando Valley, including Lake Balboa, was preparing to leave the City of Los Angeles as we were last to receive city services. As a result, Neighborhood Councils were created to advise the various City of Los Angeles Departments.
