SENA 2019 Program Plan Modification

At their March 11, 2019 meeting, the SENA Board of Directors approved a motion to access Neighborhood Revitalization Program (NRP) income funds to fund our current activities.

This notice, posted on April 13, 2019, is the next required step in this process – to notify the neighborhood of the proposed plan and seek approval.

Through the NRP program, SENA was allocated over $4.5 million for projects in our neighborhoods. With a lot of hard work from resident volunteers, as well as staff and other partners, we have expended a majority of those funds. The plans that defined how these funds would be spent, were developed by residents of our neighborhoods and were approved in 1999 and again in 2005.

We would like to move an additional $75,000 from the income pool created as home improvement loans were repaid, to cover our staff, occupancy and administration costs for the remainder of 2019. To do this, we require the approval of the community.

Under our current contract with the City of Minneapolis we only receive $77,000 annually. Our 2019 board approved operating budget reflects $177,000 in operating expenses which includes occupancy, staff, administrative and program expenses. SENA has sought Plan Modifications to access Program Income for the past several years for the exact purpose of filling the gap in our budget caused by significant under funding by the City of neighborhood organizations. In fact, since the creation of the NRP program in the early 1990's, neighborhood associations have experiences a 75% decrease in funding with the bulk of that occurring since the shift from the NRP brick & mortar model to CPP engagement model.
