Public Input Survey - MDDC 2027-2031 State Plan Goals & Objectives

The Massachusetts Developmental Disabilities Council (MDDC) is completing its 2027 - 2031 State Plan. Over the past year, the MDDC learned about unmet needs and important areas to address for people with intellectual/developmental disabilities and their families. We heard from hundreds of people with intellectual/developmental disabilities, family members and other community members. With this information, the MDDC developed 4 priority goals. Each goal has 3-4 objectives to achieve over the next five years.
We want to hear from you again. Please tell us what you think about these goals and objectives.
This public comment period will be open for 45 days, until August 2, 2026.

Goal 1 is about Disability Identity, Community, and Leadership:

By September 30, 2031 at least 500 people with developmental disabilities (DD) will be able to learn about disability identity and rights.
They will be able to build and celebrate the disability community.
They will have opportunities to be leaders and advocate in their own lives and in society.

Objective 1: Advocacy Training
The Council will support people with DD to learn self-advocacy and leadership skills. This includes all people with DD, even people who have been left out.

Objective 2: Building Skills and Knowledge (Capacity Building)
The Council will help educate people in the community about disability identity, community, and leadership. This includes showing how people with DD have strengths and are good leaders.

Objective 3: Systems Change
Each year, the Council will help advance at least 2 cultural and systemic policy changes that value people with DD in an inclusive framework centering on civil rights, self-determination and treating individuals as essential members of the community.
