* 1. Do leaders prefer to be the 'windshield' or the 'bug'? (would they rather disrupt or be disrupted?) Is there a passionate commitment to bold/disruptive action, no matter who gets disrupted? (or do policymakers seek to avoid disrupting existing personal & organizational relationships?)

* 7. Does your local/state government have a clear, stated strategic intent to grow entrepreneurial activity? With specifics? Do civic officials take advantage of the bully pulpit to encourage entrepreneurs? Do civic officials have a visible presence in the entrepreneurial community?
