2026 Town centre street drinking review

We are always working to keep the district a clean, safe and green place to live, work and visit.

One of the ways we do this is with a Public Space Protection Order (PSPO). We have a PSPOs in place for Bewdley, Kidderminster and Stourport-on-Severn town centres.

PSPOs aims to tackle street drinking and related nuisance behaviour. It provides the police, police community support officers and council officers (where designated) with certain powers.

Officers can order people to hand over or dispose of alcohol if they are causing problems while drinking. If they don't they may be given an on-the-spot fine of up to £100, or up to £1,000 if the case goes to court.

A PSPO is not an outright ban on street drinking. Drinking alcohol in a public place is not an offence, unless you do not comply with an officer’s request. The PSPO covering our town centres does not make it illegal to carry or drink alcohol. It means you have to do it responsibly. The PSPO will only be used to tackle alcohol related anti-social behaviour or disorder.

Our PSPOs will need renewing by October. We would like your views on the aims of the PSPOs and the areas they cover. We are also interested in the impact they have had.
