S-TAG Directory 2023-2024

The S-TAG Directory is an online tool to provide CMS and State staff members with an easy method to provide contact information and select the monthly S-TAG and subgroup conference calls to attend.

Participation in the S-TAG group and its subgroups is limited only to state and federal staff, or to state staff augmentation contractors who function as and report to state staff. Individuals who are not government staff or staff augmentation should not sign up for any of the groups / subgroups listed below and should immediately exit this page.

S-TAG Group and Subgroups

S-TAG Group – This is the main S-TAG meeting which covers a wide range of Medicaid IT topics including state information requests, an S-TAG Subgroup update, a Medicaid system or IT organizational topic presented by CMS or state staff, a CMS update regarding new guidance or areas of concern, and a brief summary of newly published Medicaid federal policy guidance. Calls are generally held the first Wednesday of each month from 2:00 PM – 3:00 PM ET.

CMS Certification Subgroup – This subgroup discusses CMS certification experiences and best practices across states including outcomes-based metrics, operational readiness reviews and final certification reviews. It includes presentations by CMS and MITRE to address states’ questions and recommend approaches for successful certifications.

CMS Interoperability Subgroup – This subgroup originally focused on the implementation challenges and approaches for the CMS Interoperability and Patient Access rule APIs. Its focus is now about how states can locate/engage third party developers to develop applications which access the states’ claims and provider data as well as engaging Medicaid clients to use these applications. The subgroup will also discuss the requirements and implementation challenges of the CMS Interoperability and Prior Authorization Rule once it is finalized.

System Testing Subgroup – This subgroup reviews testing best practices focusing on User Acceptance Testing and Section 508 compliance. The subgroup also discusses system testing maturity criteria, test team organization, software release best practices, and testing criteria for artificial intelligence-enabled systems. It helps provide testing standards criteria across states and bring states who may be struggling with testing concerns together with states who have advanced testing teams and governance processes.

Eligibility & Enrollment Subgroup – Several states are planning multi-year efforts to modernize their eligibility and enrollment systems and would like to collaborate with other states that have recently done this and/or are in the planning or implementation stages. This subgroup is a forum to discuss activities and share lessons learned.

Health IT (HIT) / Health Information Exchange (HIE) Subgroup – This subgroup reviews HIT activities, standards and initiatives from HHS, ONC and CMS, as well as discusses HIT projects within each state. The subgroup includes discussions on community resource referrals and the analysis of social determinants of health to improve outcomes.

Artificial Intelligence (AI) Subgroup – This subgroup discusses the various facets of AI and how AI can be included in Medicaid applications to improve systems development and Medicaid operations.

Transformed – Medicaid Statistical Information System (T-MSIS) Subgroup – This subgroup is an expansion of an existing group of states which meet monthly to discuss CMS’ requirements for T-MSIS including data quality standards, the schedule for data submissions and addressing CMS-identified issues and concerns. Note: Per subgroup request, meetings are only for state staff and state augmentation contractors. Federal staff will be invited upon request.
