Proposal to develop a Residential Care Register |

The Office of the Children's Guardian is proposing to develop a register of workers providing direct care to children and young people in residential care settings. This includes out-of-home care providers providing care to children and young people in both statutory and voluntary out-of-home care.
The purpose of the register is to provide a mechanism for agencies to exchange relevant information regarding the suitability of potential employees, prior to making a decision to employ the person to provide direct care to children and young people in residential care.
This project commenced in response to concerns raised by some residential care providers in NSW regarding the ease of movement between agencies of unsuitable staff, particularly casual staff engaged by more than one agency. The register will also implement the recommendations of the Royal Commission into Institutional Responses to Child Sexual Abuse to improve the safety of children and young people in contemporary out-of-home care.
This proposal will also be relevant to those agencies accredited to provide foster care where the agency has or is likely to ever place a child or young person in a motel and authorise an individual to supervise this placement.
The Office of the Children's Guardian will hold a number of consultation forums with out-of-home care providers in NSW regarding the proposal and a brief discussion paper regarding the proposal will be circulated to all statutory out-of-home care providers. The following survey is relevant to any service provider currently providing statutory or voluntary out-of-home care in residential care settings, or any agency that places children and young people in motels or other emergency accommodation. The information provided will assist the scoping work for the register and will inform the consultation process.
