Congress is gearing up to re-write No Child Left Behind, possibly this spring.

Currently federal Title IIA Teacher Quality and Title IIB Math and Science Partnership funds are sent to all states via a formula based on the state’s school age population and number of low income students. Some people want these grants to be changed and awarded to both states and districts only on a competitive basis, which means some states would receive professional development funds and some would not.
