Arizona Legislature “Request to Speak” Sign Up Form for New Accounts Only

The Request to Speak program (RTS) is an online system that allows the public to weigh-in on legislation and, if they wish, sign-up to speak in committee. You can use RTS to support or oppose bills and to provide the reasons for your bill position.

New RTS accounts are required to be activated in person at the state Capitol. Following activation, everything else can be done remotely. If you cannot make it to the Legislature in Phoenix and would like help with signing-up for and activating your RTS account, we can do this for you with the following information:
