More Info:
Focusing on expanding coverage means that more areas are served by transit but the bus comes less often, increasing access for some but resulting in fewer riders overall in the system.

Focusing on concentrating service means the bus comes more often to areas where people have higher transit needs and are more likely to ride the bus (seniors, low-income, youth/students, no vehicle access/unable to drive, higher densities of jobs/housing, etc.), resulting in a smaller area served by transit, but overall more riders in the system.
