Introduction

Some residential areas in the City of Saskatoon (City) experience on-street parking congestion because they are near popular destinations like commercial areas and/or major institutions. In 1999, to help alleviate parking congestion, the City created the Residential Parking Program (Program). This Program helps manage street parking in neighbourhoods where on-street parking is hard to find. The Program prioritizes resident access to street parking, while recognizing curbside space is an asset that is meant to be shared. Residents may purchase parking permits for their vehicles, allowing them to be exempt from parking time limits. The Program is governed by Bylaw No. 7862, Residential Parking Program Bylaw, 1999.

In fall 2025, the City started to review the Program to address regulatory changes, increasing growth pressures in core neighbourhoods, and to identify other opportunities for improvement. The review includes the examination of other jurisdictions, analysis of trends of infill within the City and a phased approach to public engagement.

The first phase of public engagement was an online survey which was open for a month in October 2025. Results from the survey can be viewed on the project’s Engage page. The project team is now moving into the second phase of engagement – which includes this survey and open houses. The focus of the second phase is to collect feedback and ideas on the proposed changes to the Program.

What is this survey all about?

To test the proposed new approaches for the delivery of the Program, we are asking you a series of questions related to three key subject areas:

1) Proposed Pricing of Permits and Parking Permit Eligibility

2) Creation of Parking Zones/Proposed Parking Restriction Process/Parking Generators

3) Proposed Administrative Changes

In addition to these areas, there is a getting to know you section that allows us to better understand how you use and access the Program.

We encourage you to visit the project's Engage page - you can find out more information on the proposed changes to the Program by viewing the information boards.

How will your responses be used?

This survey is made up of two types of questions. First type of question is a closed-answer question, where you are given a range of answers to choose from. Answers from these types of questions are typically compiled and presented in a report as graphs or referred to as percentages. The second type of question we use is an open-ended question. This allows participants to share their opinions and ideas. Answers are reviewed, analyzed and typically we summarize common themes from the answers. Results from the analysis of the answers will be presented in a summary document.

This summary document will be part of the information collect to help Administration to make recommendations about the Program. The recommendations will be brought forward to City Council for their consideration.

Any personal information collected as part of this survey will be handled in accordance with the City’s obligations under The Local Authority Freedom of Information and Protection of Privacy Act.
