Advanced Call for Registration of Interest

Business Wales: Support service for young people, start-up businesses and established small and medium enterprises.

JobFit is a partnership between Rehab Group and Interserve. We are currently seeking to engage with organisations that are interested in partnering with us to support young entrepreneurship and SME Support Services including business start-ups and established Small and Medium sized Enterprises (SMEs), as part of the Welsh Government’s Business Wales service.

Rehab Group is an independent international group of charities and commercial companies which provides training, employment, health and social care, for over 80,000 people each year in Ireland, England, Wales, Scotland, the Netherlands and Poland.

Interserve is a FTSE 250 company employing 80,000 people worldwide. It is fast becoming the leading provider in welfare to work, skills delivery and rehabilitative services on behalf of UK Government, with a track record of delivering services to support young people, those in work and those out of work, as well as local communities and businesses.

Together with its sister and partner companies, Interserve delivers and manages the Work Programme in four areas on behalf of the Department of Work and Pensions. Interserve is also working for the Ministry of Justice to deliver probation services in five areas of the UK including Cheshire and Greater Manchester, as well as delivering over £20m of Skills Funding Agency services, including Traineeships and Apprenticeships.

Welsh Government is currently retendering its Business Wales service, and is planning to publish the Pre- Qualification Questionnaire (PQQ) around the end of March 2015.

JobFit already has a strong presence across Wales through its Work Programme delivery and we’re keen to build on our expertise to support young entrepreneurs, start-up and established businesses in Wales. We are therefore currently seeking Registrations of Interest from organisations who share our aspirations for Business Wales so that we can begin conversations to create innovative delivery partnerships that will drive entrepreneurship in the Welsh economy.

Draft Process and Timeline

This is a request for an initial Registration of Interest for organisations that are interested in forming partnerships with JobFit to deliver the Business Wales service. We plan to follow with a fuller Expression of Interest (EoI), with evaluation and selection processes, after the ITT has been issued.

Until we have the Business Wales ITT, the dates below are subject to change, but here is the broad plan of what we currently intend to do:

• JobFit Registrations of Interest requested 20th April 2015
• JobFit Registrations of Interest return date 1st May 2015
• JobFit conversations with potential suppliers April/May
• Welsh Government issues (PPQ/ITT) end April/May
• JobFit Launches full Expression of Interest process (after ITT)
• Full EoIs returned tbc
• Full EoIs reviewed clarified and evaluated tbc
• JobFit Delivery partners selected tbc
