Citizenship and Enrollment Act Consultation Survey

KDFN’s Citizenship Committee has drafted a new Citizenship and Enrollment Act. It took several years and many people provided input. We are now happy to have a draft for you to review.

Please take 10 minutes to complete this survey. Your answers will help us make decisions on important issues that will affect Beneficiaries, Citizens, and future generations.

Kwanlin Dün’s Ancestral List
The Ancestral List is a record of Kwanlin Dün ancestors who lived in our Traditional Territory and were part of our community before 1988. It helps us understand our family lines and connect Citizens to their history.

We invite Elders to meet with Jennifer Burns before December 12 to review their family tree and make sure their family information is accurate.

Honoraria will be provided.

Section 8 Citizen Removal
A Section 8 Citizen is someone who is not a Kwanlin Dün descendant, but becomes a Citizen through marriage, by living in the Kwanlin Dün Traditional Territory, or by being recommended by the Elders Council. These Citizens join the community through connection and involvement, not through family ancestry.

Dual Citizenship
Many Kwanlin Dün Citizens also have Citizenship with another Yukon First Nation. The Citizenship Committee wants to work with these Citizens to help them resolve their dual Citizenship. We would like to know if there should be a set timeline for how long we will work at resolving dual Citizenship.

Beneficiary and Citizen
The new Citizenship and Enrollment Act brings Beneficiary status and Citizenship closer together. It says a person cannot be one without also being the other. When someone applies to be a Citizen or a Beneficiary, they are automatically applying for both.
