Introduction
This pre-conference survey is part of APEC’s 13th Sub-Committee on Standards and Conformance (SCSC) Conference (SCSC 03 2020A) which will be convened by Malaysia.

The purpose of this survey is to seek views from stakeholders across the APEC member economies to understand the current landscape (i.e., policies / acts) of resource efficiency, sustainable material management, and/or Circular Economy (CE), the use and implementation of CE and thoughts of how the harmonization and use of standards related to resource efficient CE can support trade within the member economies.

Results of the survey will be discussed during the conference. It will serve as a platform to share information and best practices, promote the development of standards and policy infrastructure for CE initiatives, and to contribute to the UN SDGs.

CE is commonly recognised as a sustainable and efficient way to manage resources with the aim to create a “loop” where resources is reduced through product design, reuse, recycling, thus also reducing environmental impact. CE is a sustainable response to the traditional linear economy of “make, use, dispose”, which disposes of resources after consumption.

The practices of resource efficiency, sustainable materials management and/or CE in an economy or organization can be realized through:
·        Establishment of standards such as framework standards (e.g., BS 8001: Framework for implementing the six principles of the circular economy) and standards related to recycling, remanufacture, repurpose and repair.
·        Regulations (i.e., Extended Producer Responsibility)
·        Government incentives (i.e., tax incentives for companies who adopt CE related practices such as recycling raw materials for other uses.
