Introduction and Background

The U.S. Department of Housing and Urban Development released the FY2025 Notice of Funding Opportunity (NOFO) on November 13, 2025. This year’s NOFO represents the largest structural overhaul in CoC funding in more than a decade. HUD has significantly revised program expectations in this year’s NOFO, prioritizing projects that strengthen system performance, improve public safety outcomes, expand access to treatment and recovery services, and reduce both overall and unsheltered homelessness across rural communities.

In response to this notification projects with awards scheduled to end during the CY 2026 are invited to complete a renewal project applications. All renewal project applications are evaluated for their ability to contribute meaningfully to these system-wide goals. Renewal projects will be evaluated using object performance metrics and will be required to use this method to provide narrative response to identify strategies or way in which their projects may align with FY25 and future HUD priorities including:
  • Access to treatment and recovery services, including partnerships with behavioral health providers, SUD treatment, detox/inpatient care, and CCBHCs;
  • Strengthened public safety collaboration, including coordination with law enforcement, first responders, and local emergency service systems;
  • Structured or required service participation, where appropriate, to improve housing stability and reduce returns to homelessness;
  • Improvements in economic mobility, including increased earned income;
  • Reduction in Length of Time Homeless and returns to homelessness;
  • Serving unsheltered households and individuals in encampments, especially where safety or health risks are elevated.
HUD requires scoring and ranking for renewal and new projects. It is pertinent to emphasize the increased competitive landscape in this year's competition. The FY25 NOFO has set a cap equivalent to 30% of the ARD on Tier 1 projects. Similarly a cap was set on 30% of the ARD being awarded for Permanent Housing projects.
