The Hubert H. Humphrey Fellowship Program, a Fulbright Exchange, is sponsored by the U.S. Department of State’s Bureau of Educational and Cultural Affairs and administered through a cooperative agreement with the Institute of International Education, Inc. (“IIE”). Each year, IIE invites qualified organizations, including academic and professional institutions, to submit a proposal to host a Humphrey Fellowship Program Enhancement Workshop. The award results in a Cost-Reimbursable Contract.

During the Humphrey Fellowship Program, experienced professionals from over 90 countries participate in thematic or skill-building Enhancement Workshops.

Thematic workshops have a broad focus on a critical global issue; these workshops expand not only the Fellows’ expertise around the chosen topic, but help develop their leadership skills through content-rich exercises and discussions.

Skill-building workshops equip Fellows with practical skills essential for success in the 21st century workplace, positioning them to influence decision-making and policy development within their professional fields in their countries.

The recipient organizations will design a 3-5 day in-person workshop for approximately 30-40 Humphrey Fellows in either February or March 2025. The proposed workshop should be designed around one thematic topic or set of professional skills.

Offerors may propose budgets up to $30,000.00 per workshop.

Once released, the RFP will be publicly available at https://www.iie.org/get-involved/procurement-subaward-and-consultant-opportunities/solicitations-for-goods-and-services/. IIE encourages proposals from institutions and organizations that introduce Humphrey Fellows to the full range of American diversity, including institutions and organizations working with underserved, rural and minority populations.
