Put carers at the heart of healthcare: support amendments to the Health Bill
We would like to demonstrate the breadth of support that exists among healthcare organisations, carers' organisations, trade unions, regulatory bodies and other organisations for Carers UK's amendments to the Health Bill (NHS Modernisation Bill 2026) currently progressing through Parliament.
The Bill currently protects some of existing carers’ rights to be involved and consulted and may make it easier for carers to coordinate care through the Single Patient Record, although this is not clear in the Bill. However, crucially the Bill presents a key legislative opportunity for carers to be better supported within the NHS.
Carers UK is proposing the following amendments:
Single Patient Record - Carers UK would like it to be made clear that access to the Single Patient Record includes unpaid carers.
Duty on ICBs to identify and record unpaid carers - The amendment would place a new duty on Integrated Care Boards (ICBs) to identify carers and ensure that NHS bodies and providers of NHS services in its area keep records of unpaid carers.
Duty on ICBs to promote the health and wellbeing of carers - This amendment would place a clear duty on ICBs to improve carers’ health and wellbeing, require carers to be included within Joint Forward Plans as well as strengthening prevention, early intervention and accountability for carers’ health and wellbeing.
Duty of health bodies to provide information and advice to carers - This amendment would ensure that carers are provided with appropriate advice by the NHS, particularly around healthcare related tasks and duties, to enable them to care safely and well.
Duty on ICBs to promote the health and wellbeing of carers - This amendment would place a clear duty on ICBs to improve carers’ health and wellbeing, require carers to be included within Joint Forward Plans as well as strengthening prevention, early intervention and accountability for carers’ health and wellbeing.

Right to a Break for unpaid carers - This amendment would mean that within six months of legislation being passed, the Secretary of State must establish a National Respite Care Scheme and provide sufficient support to local authorities to ensure that all local authorities can deliver breaks and support to carers who had the need for breaks identified as part of their Carer’s Assessment.
