Local Housing Trust Fund: Community Survey
A housing trust fund is a fund established by local government dedicating local public revenue for housing. A growing number of Minnesota cities and counties are utilizing local housing trust funds to support their housing priorities.
During the 2021 legislative session, MHP, Association of Minneosta Counties, Metro Cities, and the League of Minnesota Cities successfully advocated for $1 million in state funds to match locally raised dollars used to capitalize local housing trust funds. Minnesota has not yet announced an application process for funds, but details can be found in the legislation.
The legislation allows that "A grantee is eligible to receive a grant amount equal to 100 percent of the new public revenue committed to the local housing trust fund from any source other than the state or federal government, up to $150,000," and and depending on funding availability, an amount equal to 50 percent of the new public revenue committed to the local housing trust fund from any source other than the state or federal government that is more than $150,000 but not more than $300,000."
