* 1. Discussion Forum: Protecting Safe Routes to School and Increasing Investment Opportunities in Active Transportation in California

Conference Call: Wednesday, December 19 at 3 PM PT

State level leadership in Sacramento is in the process of considering major changes to the way transportation programs are structured and funded that could drive the next ten years of decisions in the state. These changes are in response to both MAP-21, the new federal legislation that we’ve been discussing for a few months, and a push by the Department of Finance to streamline and increase efficiency at Caltrans.

The latest proposal out of the Business, Transportation, and Housing Agency suggests consolidating several active transportation programs – including both state and federal Safe Routes to School programs – into a single Active Transportation Account, with possible set-asides to maintain special program benefits for Safe Routes to School and Recreational Trails. This may be an exciting opportunity for the state to draw new attention to and increase funding for active transportation with upcoming revenue opportunities like Cap and Trade. It is also critically important that the new account be set up to keep the focus on active transportation, unique programs like Safe Routes to School, and equitable benefits in communities all around the state, particularly in lower-income and rural areas.

We want to hear from you! The Safe Routes to School National Partnership and other statewide active transportation advocates are voicing our concerns and meeting with decision-makers in Sacramento, but we want to keep all our partners – local, regional, and statewide – informed about potential changes before decisions are made. We also want to hear from you about how you think these changes might affect programs on the ground and discuss upcoming opportunities and the timeline to get involved at all levels over the next few months.

1. Deb Hubsmith, Director of the Safe Routes to School National Partnership, will provide a briefing on recent updates from meetings in Sacramento about the proposed Active Transportation Account and MAP-21, as well as upcoming opportunities to get involved in the campaign.
2. Questions and discussion.
3. Rye Baerg, Southern California Policy Manager with the Safe Routes to School National Partnership, will discuss Cap and Trade, followed by another opportunity for questions and discussion.
