A Review of Zoning Regulations to Implement the Climate Justice Plan

The intent of the Zoning Assessment Report is to advance select recommendations of Providence’s Climate Justice Plan (CJP) through strategic updates to the City’s Zoning Ordinance. The Zoning Assessment is focused on the current Zoning Ordinance regulations and proposes amendments intended to increase sustainability and climate justice initiatives. The final set of zoning amendments will require a public hearing and action by Council. Also, additional items have been highlighted as larger policy changes; this Report provides an opportunity to bring these items into other discussions, such as the Comprehensive Plan update.  
 
Zoning creates the rules for development of a piece of private property in a district. Generally, these are focused on:  1) the building envelope for a structure (height, setback, lot coverage); 2) in some cases, certain elements of its design; and 3) the range of uses that are appropriate for that district. Across a district, the same zoning rules and regulations are applied to all properties within the district. 
 

Within this survey, you will see recommendations categorized as:  
 
Zoning Action: An amendment to the current Zoning Ordinance that can be undertaken in the near term.

Other Ordinances: Potential revisions to other City ordinances that can help to implement CJP policies.  

Comprehensive Plan Action: Policies within the CJP that need support within the Comprehensive Plan in order to create regulatory changes.
