Background
A community-led proposal for an ocean pool in Port Macquarie has identified the northern end of Oxley Beach as a preferred site for the pool.

Currently a number of areas at Oxley Beach are zoned C2 Environmental Conservation under the Local Environmental Plan (LEP). These are indicated in brown below marked C2

What is C2 Zoning?
The C2 Environmental Conservation zone is the highest level of environmental protection for land not located within a National Park

The C2 zoning objectives are to:

- Protect and restore areas with high ecological, scientific, or cultural value.
- Prevent development that could adversely impact the natural coastal environment.
- Limit land use strictly to environmental protection works or low-impact facilities.

Under the current C2 zoning, a 'recreation facility (outdoor)' like an ocean pool is prohibited. To allow the project to proceed, a Planning Proposal must be approved to add a special provision to the LEP to permit an ocean pool and its infrastructure in the C2 conservation zone.
