City of Port Colborne residents currently pay some of the highest water and wastewater rates of anywhere in Ontario and the highest in Niagara Region. For years residents have cited this as a top concern, and now the City is exploring ways to stabilize residents’ water and wastewater rates.
One option being considered is a Municipal Services Corporation. A Municipal Services Corporation is a corporation wholly owned by a municipality that can be used to maintain and deliver municipal services and infrastructure. Municipal Services Corporations are commonly used across Ontario, such as in municipalities like Innisfil and Collingwood, to manage and deliver services such as water and wastewater, energy, broadband and economic development initiatives.
Port Colborne’s water and wastewater infrastructure is old and in need of repair or replacement. A Municipal Services Corporation would manage City-owned water, wastewater and stormwater infrastructure, and would create a structure that falls under different rules and regulations for borrowing capital and would enable the City to secure the funding it needs to address these infrastructure deficiencies.
