What is PlanCheyenne?
It is the long-range Master Plan for the Cheyenne area, that looks out 10 to 20+ years and guides how and where the Cheyenne area will grow, develop, and change. It is a policy tool (rather than a regulatory tool like zoning), and it is intended to guide decision-making with clear policies and maps that chart out our community’s desired future.
Why do we Plan?
Planning for the future of our community is important because we are facing changes and trends that will impact our economy, quality of life, and our environment. These trends include: changing demographics (our population is getting older, more diverse, and household sizes are decreasing); economic and fiscal realities (costs to maintain and upgrade aging infrastructure is outpacing available revenues); and growing demands for efficiency (to maximize available resources). We plan to protect the things that the community values, and to identify and achieve the outcomes that we want as a community. Planning helps create strong communities through informed and coordinated decision-making.
How is the Plan Used?
Elected officials, government staff, property owners, investors, and the general public can all look to PlanCheyenne for guidance about future growth and development in the Cheyenne area. Staff and officials at the City, County, Metropolitan Planning Organization, and other governmental agencies use the plan in their review of proposed development projects, and to identify and prioritize upcoming community projects and funding. The plan is also a tool to guide and inform day-to-day decisions made by officials such as the Board of County Commissioners and City Council.
About the PlanCheyenne Update
This is the first major update to PlanCheyenne, which was originally adopted in 2006. Five year updates to the plan are required for the community to receive Federal funding for transportation projects. This update process focuses on areas of the community where changes have occurred, such as places where new growth is emerging and where major development projects are proposed or underway. The planning process is still in full swing and we are looking at completing the updated plan this summer/fall.
