* 13. The City of Pittsfield has placed adoption of the Community Preservation Act (CPA) on the November ballot (Question 5). CPA is a funding tool that helps communities preserve open space and historic sites, improve community housing, and develop outdoor recreational facilities. A dedicated local funding source generated through a 1% surcharge on real estate tax assessments (exempting elderly, low income, and the first $100K of valuation) would allow Pittsfield to tap into guaranteed state matching funds, for parks, historic sites, housing and recreational projects approved by a local volunteer committee.
