Consultation 2026: BYLAW - Proposed licensure class for physicians working in limited roles

CONSULTATION SURVEY

Introduction

The CPSS Council recently approved in principle a recommendation from the Registration Committee to adopt a bylaw to establish a stand-alone class of licensure for physicians working in limited roles. This class would include surgical assistants and clinical assistants. The Council approved in principle for the purpose of consultation the proposed bylaw 2.6.2, amendments to bylaw 2.1(a) and (b), and amendments to administrative bylaw 9.1.
Background

Physicians who do not meet requirements for independent licensure with the CPSS may qualify to be licensed to work in a limited role as either a Clinical Assistant (CA) or Surgical Assistant (SA). Currently, these physicians are licensed on the basis of need pursuant to Bylaw 2.14 Grant or Renewal of Licensure or Permit in Extraordinary Circumstances. These physicians are licensed on a Provisional with Restrictions licence or a Regular with Restrictions licence, with defined limits. The applicable policy is Licensure of Physicians to Work in Limited Roles (“Clinical Assistants”). The policy will require updating if the bylaws are amended as proposed.

Given developments in the regulatory environment including increasing applications pursuant to Labour Mobility legislation and the recent introduction of dedicated funding for Clinical Assistants within the Saskatchewan health system, the CPSS Registration Committee considered the issue of limited licensure at its meeting in late August. The Registration Committee put forward recommendations which were adopted by the Council at its meeting in late September.

Bylaws approved in principle by the Council for consultation

The Council approved in principle the following:
  1. Proposed regulatory bylaw 2.6.2 Limited Licensure;
  2. Amendments to regulatory bylaw 2.1(a) and (b), indicating that physicians who hold limited liences are members entitled to all rights and benefits of licensure (including the ability to register and hold a permit for a Medical Professional Corporation); and
  3. Amendments to administrative bylaw 9.1 recognizing that the fee payable for a limited licence (if adopted) will be the same as for regular, provisional, academic or ministerial licensure.
Consultation Request

The Council would like to hear from you. We anticipate that the Council will consider feedback from interested parties, including members of the profession, at its meeting on Friday, November 27, 2026. If you have concerns with the proposed bylaw 2.6.2, proposed amendments to bylaw 2.1(a) and (b), or administrative bylaw 9.1, it would be helpful if you please explain the reasons for those concerns.
