Community Blueprint for Safe, High-Quality Licensed Residences

Community Blueprint for Safe, High-Quality Licensed Residences:
Workgroup Interest Form

Over the past year, the New Jersey Council on Developmental Disabilities, the Regional Family Support Planning Councils, and the Office of the Ombudsman for Individuals with Intellectual or Developmental Disabilities and Their Families have continued advancing the Community Blueprint for Safe, High-Quality Licensed Residences. This Blueprint reflects extensive community input from listening sessions and a public survey.

Based on this input, seven workgroups were created to reflect stakeholder priorities. The first phase, launched in December 2025, focused on abuse and neglect investigations and on individual/family/guardian partnership, rights, and advocacy.

Phase Two workgroups focus on the direct care workforce and support coordinators, specifically:

Workforce Development & Frontline Supports – strengthening skills for frontline staff and supervisors
Support Coordinator Role & Responsibility – defining roles and responsibilities for monitoring the health and safety of individuals with intellectual or developmental disabilities
