IEM Engineering Impact Survey 2026 : Engineering Workforce Readiness for Malaysia's Digital Infrastructure Economy

Introduction

As Malaysia enters 2026, its digital economy is undergoing a massive structural transformation. The nation is currently experiencing a "second wave" of data center growth, characterized by the development of megacampuses in Johor, Selangor, and Negeri Sembilan that represent a pipeline of up to 21 new structures. Simultaneously, the semiconductor industry is shifting from traditional assembly and testing toward high-value activities such as IC design and advanced packaging.

However, this rapid industrial evolution has outpaced local talent development, creating a significant skills gap in critical areas such as AI integration, Cloud computing, and Cybersecurity. Furthermore, the engineering profession faces structural challenges, most notably the "Poor Engineer" phenomenon, where approximately 35% of junior engineers earn below RM 2,000, leading to a 32.2% skill-related underemployment rate.

This survey, conducted by the Institution of Engineers, Malaysia (IEM), aims to benchmark the current readiness of the workforce to ensure Malaysia achieves its national target of producing 60,000 highly skilled engineers by 2030.


Objectives

The objectives of this survey are to:
  1. Assess engineers' proficiency in key digital skills such as AI, cloud computing, cybersecurity, and data analytics.
  2. Evaluate workforce readiness to support digital infrastructure projects, including data centres and semiconductor facilities.
  3. Assess engineers' confidence in managing and troubleshooting automated systems.
  4. Identify challenges affecting talent retention and career sustainability within the engineering profession.
  5. Determine the skills and competencies required to support Malaysia's digital economy and technological growth by 2030.
