The Oregon Health Authority (OHA) seeks public feedback about the progress of the Medicaid 1115 Demonstration Waiver renewal. OHA will conduct a public forum annually for the duration of the current demonstration (2017-2022) to offer Oregonians an opportunity to provide input on the 1115 Medicaid waiver’s progress. Oregon’s Medicaid program will continue the coordinated care model through the coordinated care organizations (CCOs) for the next five years, under the 1115 Medicaid waiver renewal. The coordinated care model is designed to achieve better health and better care at lower costs, by helping individuals, their health plans, and providers focus on primary care, prevention, and managing chronic conditions.

Health-related services (HRS) are non-covered services under Oregon’s Medicaid State Plan intended to improve care delivery and overall member health and wellbeing. The waiver includes changes that provide clarity on how HRS are accounted for in CCO global budgets and offers financial incentives for CCOs to invest in HRS.

The Coordinated Health Partnership pilot program was originally proposed to promote population health and address social determinants of health for those at risk of homelessness, but was not included in the approved waiver renewal.  However, OHA and OHCS (Oregon Housing and Community Services) are partnering to develop statewide recommendations around supportive and supported housing.

The approved waiver allows Oregon to auto-enroll dually eligible individuals (individuals eligible for Medicaid and Medicare) into CCOs, with the option to opt out.
