Purpose: The Placerville Historic Courthouse Reuse Blue Ribbon Committee would like your input on how to repurpose the courthouse, along with historic City Hall and the District  Attorney's  building, when  the  Courts move.  Although the construction of the new courthouse may be delayed, it will take time to plan a reuse for the building, identify funding, and then move forward. The goal is to have the reuse,funding,and plans in place by the time the courts move, so that we can begin remodeling and reusing the buildings as soon as possible, attempting to mitigate potential impact on Main Street.

History: The State of California owns and operates all superior courts within the State. In 2002 the State adopted a bill which required all County Courthouses to be turned over to the State. However; in 2009, the State declined taking possession of the Placerville Courthouse due to its poor condition. The State noted that it planned to build a new courthouse in Placerville. Since that time, work has been on-going to locate a site and construct a new courthouse in Placerville.

From 2010 to 2014, the State evaluated several sites for a new courthouse. In 2014 the current proposed site adjacent to the County Jail was identified as the preferred site for the new courthouse. Negotiations began with the County, the State and the private property owner. The negotiations concluded and the State acquired the site. An Environmental Impact Report was completed in 2015. As required by law, other alternatives were considered. However, the new site and courthouse were identified as the preferred alternative. In 2016 a lawsuit was filed by the Placerville Historic Preservation League against the State and the County regarding concerns with the economic impacts of moving the Courthouse. That lawsuit was concluded this summer with the State and the County prevailing. However in August, an appeal was filed. The appeal process could continue for several years thus delaying the new courthouse construction.

Funding: The courthouse construction is funded through state funding. In August of 2016, the State Judicial Council took action to delay courthouse projects statewide due to lack of funding. The funding  shortage was created by two factors, first, changes in state law that  reduced the amount  of revenue coming to the courts for construction  and second, since

2009 the State has diverted $1.4 Billion from the construction fund to other court operations and the State general fund. We hope the funding taken by the State will be restored and projects can move forward. For now, the Placerville Courthouse has been put on hold due to this funding issue.
