The issue on the ballot will be about a Public Hospital District (PHD) on Orcas Island. If this is supported by the voters, it would create a tax district allowing a levy of up to $0.75/$1,000 valuation for the support of medically-related needs. A set of five elected commissioners would simultaneously be elected. These commissioners would have the authority to levy a tax, borrow money, and decide which clinics, practices, individuals, or other medically-related needs would be funded and to what amount they would be supported.
