The City of North Battleford will be updating the Zoning Bylaw No. 1971 in preparation for the legalization of recreational marijuana. The intention of these changes is to adequately regulate cannabis-related businesses within our City while ensuring the safety and well-being of the community. The following questions seek your input on the changes currently proposed by Administration to Council. A formal public hearing will be held at 8:00PM in the Council Chambers at City Hall on May 28th, 2018.

Cannabis-related businesses may include:
-Cannabis Retail Stores
-Cannabis Production Facilities (cultivation, processing, manufacturing, and wholesale)

* 2. The City of North Battleford has received two cannabis retail outlet licensing permits from the Government of Saskatchewan. This means that a maximum of two cannabis retail outlets can locate in North Battleford.

The City has proposed Cannabis retailer outlets be located in the following Zoning districts:
- Downtown
- Arterial Commercial (100th Street, Highway 4 North access, and along the Highway 16 bypass),
- Regional Commercial (South East Quadrant of the City on the North side of Highway 16)

* 3. City Administration has proposed cannabis retail should be listed as a discretionary use. This means that an application must have a 10 day public notice period, and be approved by Council.
A discretionary use is different from a permitted use. If a use is permitted than it can be approved by Administration with out public notice as long as the development meets all zoning and building regulations.

* 4. The City has proposed cannabis retail outlets be separated from sensitive land uses, including; schools, playgrounds, municipal recreation centres, and the public library. The proposed buffer is 225m, keeping in mind that the length of a standard city block is approximately 150m.

The City has proposed that Cannabis Production Facilities (cultivation, processing, manufacturing, and wholesale) be listed as a permitted use in the Heavy Industrial area (Parsons Industrial Park). This means that an application can be approved by Administration as long as it meets all the zoning and building requirements and the applicant has obtained their Federal license. Permitted uses do not require a public notice period, and do not need Council Approval.
