After years of public engagement and careful drafting, the Project Connect Our Plan neighborhood plan is ready for the final public review process! Project Connect Our Plan covers St. Louis Place, Old North St. Louis, Jeff-Vander-Lou, Hyde Park, Carr Square, and Columbus Square. With support from the St. Louis Development Corporation, the City of St. Louis Planning and Urban Design Agency, and wonderful residents, these six neighborhoods have drafted a new, collective neighborhood plan that will guide future land use, development, and investment into your community. This draft plan was developed with input and guidance from residents captured at a wide range of community events and meetings conducted throughout the planning process.
The purpose of this public review period is to ensure the draft plan accurately reflects community priorities before final revisions and adoption recommendations are completed.
The plan is divided into three main parts to make it easier to read and focus on what matters most to you during the review process. The three main parts include:
- Part One: Plan Introduction, Community Engagement, and Existing Conditions
- Part Two: Shared & Neighborhood Visions and Goals
- Part Three: Zoning Recommendations, Funding, and Implementation Guidance

The City’s Planning Commission will hold a public hearing on Wednesday, September 9, 2026, at 5:30pm at the Harrison Education Center located at 3140 Cass Ave, St. Louis, MO 63106. Community Members will also be able to provide comments during the meeting.
